Title: UX Designer
Scope of Services:
Provide the following duties:
• Experience creating UI/UX deliverables in Photoshop or equivalent tools
• Maintain design standards across our existing products
• Create high end visual UI designs for Internet and front-end application
• Meet with clients to establish a vision for a product or design.
• Select colors, images, textures and shapes to create the layout.
• Select the size and arrangement of the different elements.
• Use computer software to create electronic versions of designs.
• Employ color, type, illustration, photography, animation, and various print and layout techniques when designing project.
• Develop material for web pages.
• Develop environmental graphics.
• Submit rough drafts to client for approval.
• Make changes to mock-ups.
• Contributes to team effort by accomplishing related results as needed.
• Other duties may be assigned.
Project Deliverables:
Provide the following deliverables per direction of and assignment by the Agency Project Sponsor and/or the Agency Project Manager:
• Sample deliverables include: wireframes, interaction flows, high-fidelity screen shots, clickable prototypes, and design specs
• Illustration of concept with rough layout of art and copy regarding arrangement, size, type size and style, and related aesthetic concepts.
• Obtain approval of concept by submitting rough layout for approval.
• Prepare finished copy and art.
• Prepare final layout.
• Other deliverables as identified & assigned
UX Designer Minimum Requirements:
The UX Designer provided shall, at a minimum, meet the following requirements or possess an equivalent combination of education and experience:
Experience:
• 5 or more years of experience
• Degree from school approved by the National Association of Schools of Art and Design.
• Needs to be able to work independently and not rely on State or other team members for direction
Skill/Technology:
• Artistic capacity
• Strong verbal, visual and written communication skills.
• Ability to meet strict deadlines, manage time and stay on schedule.
• Demonstrated success working with cross functional teams
• Thrives in a fast-paced, collaborative environment and has strong presentation & collaboration skills. Must be able to effectively self-manage numerous projects at any given time.

Title: QA MANAGER
Scope of Services:
• Direct the QA team
• Work with the Program Director and Deputy Program Director to develop a process to ensure compliance with all documented and communicated standards
• Develop testing and quality assurance standards and communicate those standards to the other teams in the PMO
• Support the PMO in the procurement of QA resources
• Serves as the functional supervisor for all QA resources
• Work closely with Program Manager, Lead Enterprise Architect, Lead Information Architect and Lead Business Analyst to clearly define deliverables and set realistic timelines.
• Provide frequent progress reporting and transparency to ensure ongoing success of the team.
• Establish and apply clear guidelines and procedures.
• Design, measure, communicate and monitor performance expectations and metrics for the Development team.
• Work with CARES PMO Team including the Program Director, Deputy Program Director, Lead Enterprise Architect, Lead Information Architect, Quality Assurance Manager, Infrastructure Manager and Lead Business Analyst to ensure software deployment, documentation, and maintenance procedures are followed and enforced.
• Manage overall quality; clearly define and guide testing procedures and Quality Assurance.
• Conduct interviews, make hiring decisions, provide salary recommendations, monitor and assign work, coach, mentor, develop and motivate employees; foster a team.
• Develop and document test strategy, test plans, and perform other related activities for projects. Partner with project management on managing test schedules and related dependencies.
• Perform software testing by writing, scheduling, and executing test scripts and track defects. Will lead QA team performing similar tasks as well.
• Provide management, and tracking of the activities, methods and results of all testing resources, full time employees and/or contractors who are reporting to the QA manager or to other IT or business managers.
• Evaluate and provide feedback and counsel on testing strategy, methods, tools and results of 3rd party solutions and service providers’ testing teams hired by the company.
• Meet/exceed client expectations by applying established QA best practices and managing client expectations effectively.
• Define, evaluate, recommend, implement and maintain effective testing strategies, methodologies, tools and training materials for use by all testing teams within the company.
• Set up robust QA/testing environment currently using both waterfall and agile methodologies.
• Monitor program performance after implementation to prevent reoccurrence of program operating problems and ensure efficiency of operation.
• Develops, reviews, and publishes standards, policies and procedures for all functions involved with or related to the quality and testing of Software Products
• Other duties as assigned.

Minimum Requirements:
The QA Manager provided shall, at a minimum, meet the following requirements or possess an equivalent combination of education and experience:
Experience:
• Experience with State Government, Medicaid, CHIP and DHR business area or healthcare industry
• Understanding of commonly-used software development concepts, practices, and procedures.
• Understanding of testing methodologies and techniques.
• 10 years software development experience is preferred, specifically in automated testing and software quality assurance.
• 3 years of experience managing a software development team
• Expert level understanding in C#, Java, JavaScript and other web front-end technologies is preferred.
• Strong customer service orientation with a proactive approach and sensitivity towards consistently improving service for the business.
• Ability to lead, motivate and develop high performance team managing multiple priorities under tight deadlines.
• Superior written and verbal communication as well as interpersonal skills.
• Decision making and problem solving based on goal and results orientation.
• Proven leadership skills and a positive, can-do demeanor with willingness to “dig in” and participate in getting the work done.
• Ability to communicate and negotiate with peers, Directors, and Executives within the company to set clear expectations and realistic goals.
• Process driven with proven ability to plan and execute multiple concurrent assignments.

Scope of Services:
• Works on large, complex projects that require increased skill in multiple technical environments and possesses knowledge in a specific business area.
• Develops, maintains, and supports applications for the CARES Project.
• Gathers and analyzes requirements.
• Programs all or selected components of Web applications. Documents components and applications.
• Researches, evaluates, and recommends new Internet tools and applications for use in assigned responsibilities.
• This job is at the senior level and requires experience in a variety of the more difficult Web tools and languages.
• Works on one or more projects as a project team member or project leader.
• Requires full proficiency in C#, Java, JavaScript, HTML, CSS and other technologies as identified by the development manager.
Project Deliverables:
Provide the following deliverables per direction of and assignment by the Agency Project Sponsor and/or the Agency Project Manager:
• Software modules as assigned by the Development Manager and Project Manager
• Unit tests
• Documentation of developed code
• Status updates as requested by the Project Manager and Development Manager

The Senior Developer provided shall, at a minimum, meet the following requirements or possess an equivalent combination of education and experience:
Experience:
• Experience with State Government, Medicaid, CHIP and DHR business area or healthcare industry
• Six years of experience in software development experience
• Experience with project development methodology and able to apply methodology in a practical manner
• Needs to be able to work independently and not rely on State or other team members for direction
Skill/Technology:
• Working hands-on with all aspects of the System Development Life Cycle
• Excellent written and verbal communication skills
• Process knowledge and experience with Agile software projects
• Ability to document code developed by analyst
