I raised rats for 8 years and belonged to a community board that talked and shared info . Domestic rats that are raised being fed and watered do not fair well in the wild. They struggle to find food and water and normally just become food for other larger animals.
We had unscrupulous rat breeders that couldn't or wouldn't bother to do the right thing when they wanted out of the 'business' and they would just dump their ratties where ever they could. It outraged many of us because of course we loved our pet rats as much as we loved any other pet ...dog , cat etc. We had groups that would go and rescue if we were given the chance rather than turning these tame animals loose to what ever happenstance. Unless they were raised will little or no help from humans...they are in fact dependant on them and don't have a clue how to forage for their needs. They might be able to find 'housing' so to speak...rats can fit into the flattest and smallest of holes, or dig there way through drywall even.
This lady wasn't doing anyone any favors...especially the animals.
