The Business Analyst (BA) serves as a business process and IT system functionality expert for a highly complex IT system and a liaison between business users and the IT staff performing system coding. The Business Analyst is responsible for planning, managing and leading the overall significant enhancement or development of a major IT system to deliver an important Commonwealth service, as well as, evaluating the effectiveness of a project or a contract to ensure goals, objectives, or terms are met and conducting research on business software solutions. Additionally, the BA is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.
The existing cross-match will be enhanced through this project to include the following functionality:
Track employer responses in order to send additional requests to non-responsive employers
Track work flow on identified issues
Ensure more adequate statistics are provided for mandated reporting
Create forms to be more employer friendly
Automate processes to increase productivity
This project will involve a coordinated effort of both UC program area staff in the Office of Unemployment Compensation Benefits Policy (OUCBP) and staff from the Office of Information Technology (OIT).
Responsibilities:
Oversees and/or conducts business requirements gathering sessions with business and technical resources for complex system development projects.
Works with business users to develop and implement improved business processes for their application to an IT system in support of agency program policy.
Plans, directs and oversees activities in support of IT system development, enhancement, or maintenance activities for an assigned highly complex IT system.
Defines specification requirements such as functionality requirements, data requirements, business rules, process flow and integration requirements for the entire system.
Manages the collection, analysis, and documentation of business rules, processes, and legislation.
Creates workflows using formal notation such as the Business Process Modeling Notation (BPMN).
Develops Business Requirements - project initiation document, what the needed achievements will be, and the quality measures.
Develops Functional requirements - describe what the system, process, or product/service must do in order to fulfill the business requirements.
Develops User (stakeholder) requirements - are a very important part of the deliverables, the needs of the stakeholders will have to be correctly interpreted. This deliverable can also reflect how the product will be designed, developed, and define how test cases must be formulated.
Develops Quality-of-service (non-functional) requirements - re requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability.
Develop Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
Develops Requirements Traceability Matrix - a cross matrix for recording the requirements through each stage of the requirements gathering process.
Develops graphic representations of complex business processes.
A qualified candidate must have:
7 plus years experience as a business analyst on projects of comparable size and complexity
Thorough knowledge of the System Development Life Cycle methodologies used in Information Technology projects
Thorough knowledge of the principles and practices of business process reeingeering
Knowledge of formal requirements gathering methodologies
Knowledge of systems analysis principles, practices, and techniques.
Ability to communicate effectively both orally and in writing
Nice to have:
Experience with managing Commonwealth projects of similar size and complexity
Understanding of Commonwealth policies
Education:
4 year college degree or equivalent technical experience - required
Certifications:
IIBA-certified Business Analyst (Nice to have , not required)
7 plus years experience as a business analyst on projects of comparable size and complexity Required7Years
